Paypal Case Resolution Sucks

I’m slowly losing faith in Paypal. After being shut out of the communication loop on my dispute with a dodgy eBay seller - apart from being asked if I had resolved the issue with the seller yet - and after Paypal cancelled all my subscription payments because of a “dispute involving my bank” (erm, isn’t that why you ask me to list a credit card as a back-up payment source? To cover for errors like this?), a couple of days ago I finally got to know the results of my dispute:
We have concluded our investigation into your Buyer Claim. We regret to inform you that we were unable to resolve this case because the complaint was incomplete, filed incorrectly, or outside the bounds of coverage as defined in our User Agreement. As a result, we have not taken any action at this time.
Please be assured that this case has been noted in the seller’s record for future reference.
OK, so fair enough, I did mis-file it. I admit that in my first post on the subject. So give me the chance to re-file it correctly. What’s that? Oh, I can’t…
The whole dispute thing is just damn confusing - the resolution center suggests I’ve been issued a refund, but I’ve yet to see it, either in my Paypal Account or on my credit card statements. And I’m sure the seller really cares about having a note on his record, when it’s so easy to close a Paypal account and open a new one.

It is a shame.
1-3% fee on all transactions straight in their pocket, yet, all we get is automatically generated customer service replies.

Call them up and see if you can’t appeal it on the grounds you chose the wrong option.

Heavy Paypal users (like myself) seems to have a love/hate relationship. Its a great service for customers and for merchants (they have the easiest merchant account setup). But once you have a problem then they just seem to not have any dispute regulation system. Many large companies have used them but then dropped them for another merchant account system. I use them for eBay but whenever ive had a dispute it just never gets resolved…its just up in the air.
I would prefer using money-order for eBay purchases but they are just not accepted by many eBay merchants.
Oh well…PayPal has a monopoly and we just have to live with it.
